Beginning in the Fall of 2006, The School
District of Philadelphia and the Philadelphia Education Fund began a collaborative project to engage with internal and
external stakeholders to build a broad-based, five-year Blueprint for secondary education reform.
This Blueprint will establish a
robust, research-sound framework and design process that will be self-sustaining and lead to continuous program improvement for
students in grades 6 through 12. The Blueprint will be completed and presented by Summer of 2008 for implementation beginning in the Fall of 2008.

Based on lessons learned and progress made during the first phase of the District's secondary education reform, and building on the District's redesign of the middle grades, the District and the Ed Fund are co-convening a broad-based group of District, regional, and school staff, along with youth, parents, community, and other critical stakeholders through cross-regional and school-based groupings to inform this blueprint.
The following pages provide additional information on the Blueprint process including materials from Steering Committee Meetings, School Based Study Groups, HS Focus Groups, Anchor Work Teams, and other input into the Blueprint process. The papers listed on the column to the right are the major papers related to this work.
