The
Need
The
need for quality public education is boundless; however,
the state policies that shape the landscape of public education
in Pennsylvania are not. All children, regardless of their
economic status or whether they live in urban or rural environments,
should be expected to attain high academic standards and
have an equal opportunity to reach such standards. Since
the fall of 2001, the Philadelphia Education Fund has been
working in conjunction with three Local Education Funds
across the state - the Lancaster Foundation for Educational
Enrichment, the Mon Valley Education Consortium, and the
Pittsburgh Council on Public Education - to form the Pennsylvania
Public Education Partnership (PA PEP). Through our collaboration,
we hope to extend to the general public and state legislators
the notion that the need to improve public education is
universal and solutions should be sought at both state and
local levels.
The Purpose
PA
PEP is dedicated to improving state education policies that
will, ultimately, create better outcomes for all students,
particularly those who have been underserved. Five specific
strategies guide our work: a) establishing consensus on
specific opportunities that all school districts and students
need to achieve high standards, b) gathering and disseminating
data about student achievement and the existence of these
opportunities across the state, c) initiating dialogue between
informed citizens and state policymakers about standards
and the need for these basic opportunities, d) mobilizing
the public to advocate for better state policies, and e)
building and maintaining accountability among state legislators
to create a fair system of providing these opportunities
for all of Pennsylvania's school districts.
